I guess anyone who obsessively reads The Daily Prophet and has for years would know that Octavian is the son of Agrippus Gabriel Flint and Beatrice Lufkin Flint. From that they could infer that he's the son of the blood traitor, is the nephew of the Minister, and is a fifth year. They would know him as one of five siblings: Magnus, Aggie, Fabian, Julia, Octavian. If someone was meticulous and obsessive they might know that Shing Xing was the governess of the Flint children, but I think it was mentioned in one article on one occasion.

On 22 August 1981, Octavian Flint went with Elita Montague to the Malfoy Midsummer Ball as a devil-may-care, fuck-the-world, last-minute ball date. He and Elita watched Evan Rosier, Decian Wilkes, and Martin Avery leave the ball prematurely. Octavian decided to go to the Ministry of Magic to warn Alastor Moody of what he had seen. Elita came with him, and the two of them became indirectly and unintentionally responsible for the events that followed. He testified to these facts in Courtroom #10 on 11 April 1981.

Hogwarts:

Hm. Hogwarts probably knows that Octavian has some relation to the Joneses, especially after the deaths of Apollo Jones, Mina Jones, and Miranda Jones. Whether that relationship is through a bloodline or otherwise would vary from character to character.

They would know of Octavian's pranks (with the exception of the Secrets Prank, the Sonorus prank, and the Elita Montague Love Potion, although I know that Elita Montague and Gwyn Bulstrode have figured out the latter). They would know that Octavian is a Keeper.

The '82ers would probably know that Octavian was not afraid to throw a punch right up to the beginning of his fourth year. He fought with Clive on a number of occasions over Nictavian's pranks on Abby Spinks. He fought with Heathcote over personality differences.

Any Slytherin '82er who has asked and the Warringtons know that Octavian is learning to be an Animagus. They also know many of his idiosyncrasies - you may judge mun-to-character what those are. They know him the best of anyone in the school.

What the people who know Octavian understand about his coping methods depends on how observant the character is. He has never been labeled as 'dark and brooding' in the rumor mill, so my sense is that most people assume he tends to let things roll off his back.

The Slytherin '82 boys probably have a good sense of how he copes with his angst. They have never witnessed any kind of an emotional breakdown, but on rare occasions, they have gotten the pleasure of seeing the grandiose "grabbing the Quidditch room and darting out of the room" motion. I'm sure they've witnessed some tense moments, but the unwritten rule is Don't Talk About It.

Secrets

Hm. I don't know how far the information about the Joneses/Flints relation has gone concerning the werewolf activists, but I think that what was published in the newspapers was that Joshua was childless. I can see it being spread by word of mouth/rumor that Joshua had children, but the Flints pushed a lot of money around to keep Fabian and Julia's existence out of print. Joshua very much stayed out of the public spotlight and the society pages before his death, because he was certainly not much of a socialite to begin with. He never talked to a single reporter throughout his entire life. He stared blankly at them and sometimes mustered a "No comment."

Therefore, only a very select few (although I guess the number is large when you consider the size of the Jones and Flint families) know that Octavian is the cousin of Julia and Fabian and not their sibling. This list would extend to the Flints, the Joneses, and anyone in the werewolf/activist community who cared enough, talked to the right people, or whatever. Even among them, they wouldn't necessarily know which Flint child is the one that belongs to Joshua (until they met either Fabian or Julia and either Fabian or Julia informed them), or even what happened to those children if they did indeed exist.

Only Thomas knows about the Secrets Prank and the Sonorus prank.
